
Why Old Vanilla Pre-Raid BiS Lists Are Not Reliable
This is probably the biggest mistake players can make.
Classic WoW has been optimized for years.
Players already know which old items are unusually powerful.
They know which dungeon bosses to farm.
They know which quest reward to choose.
They know which low-level item remains useful at 60.
Forever intentionally disrupts that solved gearing path.
Blizzard has confirmed that every dungeon drop has been reviewed.
Less useful items have been improved.
Hundreds of additional drops have been created.
Unique dungeon-boss drops are now at least Rare quality.
Set bonuses have also been improved so dungeon sets should be more meaningful than they were previously.
Quest rewards are changing too.
Long quest chains that previously offered poor choices for certain classes can now offer additional role-appropriate rewards.
Your old spreadsheet is now a reference—not an answer.
Hit Is Different in WoW Forever
Forever combines several separate Classic stats.
Melee Hit, Ranged Hit, and Spell Hit become one broader Hit stat.
This has major consequences for gearing.
Hybrid characters gain much more from the same equipment.
A Retribution Paladin can improve weapon attacks and magical effects through the same general stat.
An Enhancement Shaman benefits across physical and spell-based portions of its kit.
Hunters can improve more than just ordinary ranged attacks.
Rogues can gain reliability for both weapons and Poison-related mechanics.
Warriors can even gain benefits that help abilities such as Taunt.
Do not evaluate Hit gear using Vanilla assumptions.
An item that was awkward for a hybrid build may be substantially more useful in Forever.
Critical Strike Is Also Unified
Forever applies a similar philosophy to Critical Strike.
Instead of separating several forms of crit as rigidly as Classic did, Forever creates broader value from the stat.
Again, hybrid classes benefit heavily.
The result is simpler:
If your build uses both physical and magical abilities, one piece of gear can support more of your toolkit.
That should make Pre-Raid gearing less frustrating for classes that historically had to choose between supporting half of their abilities or the other half.
Weapon Skill Is Less Dominant
Weapon Skill still exists.
But Blizzard specifically wants to stop a few weapon-skill items from becoming permanent mandatory choices.
Items providing Weapon Skill therefore give less Weapon Skill per item than before.
This directly affects famous Vanilla gearing strategies.
In original Classic, certain Weapon Skill items could remain absurdly valuable far beyond their item level.
Forever wants them to remain interesting without automatically beating almost everything else.
Do not spend a fortune on an old Weapon Skill item until you verify its Forever version.
Its value may be very different.
Healer Gear Is More Useful Outside Healing
Forever also changes Bonus Healing.
Healing gear now provides approximately one-third of its healing value as Bonus Damage.
That makes healer gearing far less punishing during:
Solo questing.
Gold farming.
Reputation grinding.
Outdoor progression.
A healing item can still specialize heavily toward healing without leaving your character completely powerless whenever you are outside a dungeon or raid.
This is particularly useful for:
Holy Paladins.
Restoration Shamans.
Restoration Druids.
Holy Priests.
Discipline Priests.
Caster Weapons Are Much Better
Caster weapon progression is another major improvement.
Forever adds Spell Damage and Healing directly to more caster-oriented weapons.
In original Classic, melee characters often became excited about a major weapon upgrade while casters sometimes cared far less about weapon damage.
Forever wants caster weapons to feel like real progression pieces.
For casters, your weapon should now be one of the first slots you evaluate at level 60.
Do not assume a weapon is only a stat stick because that was often true in Vanilla.
New Stats Create More Gear Choices
Forever also introduces additional itemization tools.
Some equipment can reduce an enemy's chance to:
Dodge
or
Parry.
Those effects can become particularly interesting for melee DPS and tanks.
Instead of stacking exactly the same traditional stats on every piece, you may eventually maintain multiple items for different encounters.
Pre-Raid BiS may become a collection of useful gear rather than one permanent outfit.
That appears to be exactly what Blizzard wants.
Best Pre-Raid Gear Sources
The strongest gearing route should combine several sources rather than farming one dungeon endlessly.
Prioritize high-level dungeons first, then fill remaining weaknesses with quest rewards, crafted gear, reputations, PvP rewards, world drops, and the Auction House.
Forever also introduces two particularly important late-game dungeons:
Blackmaw Hold — level 55–60
Shaper's Terrace — level 58–60.
Their complete loot tables are not yet known, but their level ranges make them obvious Pre-Raid BiS candidates.
High-Level Dungeons Should Be Your Main Starting Point
Classic-style Pre-Raid gearing has always relied heavily on dungeons.
Forever strengthens that approach.
Every dungeon-boss loot table has been reviewed, and boss drops are receiving more appropriate quality and usefulness.
That means familiar endgame locations remain important.
Expect to spend time in content such as:
Blackrock Depths
Lower Blackrock Spire
Upper Blackrock Spire
Scholomance
Stratholme
Dire Maul
alongside Forever's new high-level dungeons.
The difference is that the best items may no longer be exactly the same ones Vanilla players remember.
Check the Forever version before committing to a long farm.
Blackmaw Hold Could Become a Major Pre-Raid Dungeon
Blackmaw Hold is designed for levels 55–60.
It explores a large Furbolg city affected by disturbing corruption.
That places it directly inside the gearing range where players begin preparing for raids.
We do not yet have a trustworthy complete loot table.
But structurally, Blackmaw Hold is exactly the kind of dungeon expected to contain:
Level-60 blue gear.
Weapons.
Trinkets.
Role-specific armor.
Profession rewards.
Useful quest rewards.
Do not finalize a Forever Pre-Raid BiS set without checking Blackmaw Hold's completed loot table.
It may invalidate several old Classic recommendations.
Shaper's Terrace Is Even More Important
Shaper's Terrace is designed for approximately levels 58–60.
That makes it one of Forever's highest-level new dungeons.
For Pre-Raid gearing, that is extremely important.
Dungeon level strongly suggests its rewards should compete directly with other endgame dungeon equipment.
Shaper's Terrace is therefore one of the first places every class should investigate once the final loot table becomes available.
If you are using an old Vanilla Pre-Raid list that completely ignores Shaper's Terrace, that list is automatically incomplete for Forever.
Blackrock Depths Will Still Matter
Blackrock Depths contains many famous Classic items.
Some remain visible in the current Forever database.
One example is Hand of Justice.
The current database version provides 20 Attack Power and a chance for melee attacks to grant an additional attack. It drops from Emperor Dagran Thaurissan.
For physical melee builds, effects like this can remain extremely powerful because they scale with the quality of your weapon.
But the usual warning applies:
Current database strength does not automatically mean permanent final BiS.
New Forever dungeon items may outperform it.
Upper Blackrock Spire Remains a Major Gear Source
Upper Blackrock Spire contains several historically excellent Pre-Raid items.
The current Forever database still includes Briarwood Reed, dropped by Jed Runewatcher.
It currently provides 29 Spell Damage and Healing, making it a strong trinket candidate for caster builds.
Another major quest reward is Blackhand's Breadth, which provides a large Critical Strike bonus in the current Forever data.
These are exactly the types of items players should keep an eye on.
Powerful trinkets often survive gear upgrades longer than ordinary armor pieces.
That makes trinket farming one of the smartest Pre-Raid investments.
Ban'thok Sash Is Still Worth Watching
Caster players should also keep an eye on Ban'thok Sash from Blackrock Depths.
The current Forever database lists:
1% Spell Hit
and
+12 Spell Damage and Healing.
Under Forever's broader Hit system, items like this need to be evaluated using Forever stat interactions rather than old assumptions.
Whether Ban'thok Sash remains true final Pre-Raid BiS will depend on the new high-level dungeon loot.
But it demonstrates an important principle:
Hit plus throughput on the same item remains extremely attractive before raiding.
Healers Should Watch Dire Maul Closely
Dire Maul historically contains several excellent healer items.
The current Forever database still shows Padre's Trousers from Illyanna Ravenoak with:
+42 Healing
20 Intellect
and
Mana regeneration.
That is exactly the kind of balanced healer item that can remain useful entering a raid.
But Forever's improved healer itemization could introduce new alternatives.
Do not judge healing gear only by the raw +Healing number.
Compare:
Healing throughput.
Mana.
Intellect.
Spirit.
Mana regeneration.
Survivability.
Set bonuses.
A slightly lower-healing item may perform better over a long encounter if it significantly improves sustain.
Trinkets Deserve Extra Attention
Trinkets are one of the most important categories in Forever gearing.
Blizzard specifically says it wants trinkets to become more situational and interesting rather than simple stat blocks.
That changes the meaning of "BiS."
One trinket may be best against beasts.
Another may be strong in mountainous terrain.
Another may provide superior burst.
Another may be better for sustained encounters.
Blizzard has even shown examples such as Worgenbane Talisman to demonstrate this design philosophy.
Do not vendor unusual trinkets just because they lose on generic DPS.
They may become excellent against the right raid encounter.
Keep Situational Gear
This may become one of the biggest differences between Forever and ordinary Classic gearing.
Forever introduces effects related to:
Creature types.
Environmental regions.
Enemy defenses.
Different combat situations.
Blizzard specifically wants equipment choices to change depending on what you are fighting.
So when an item drops, ask:
Is this best everywhere?
But also:
Could this become best somewhere?
That second question matters much more in Forever.
Your bank may contain several legitimate raid items instead of only one backup set.
Dungeon Sets Are More Important
Do not automatically break a dungeon set because one individual item has slightly higher stats.
Blizzard has confirmed that set bonuses have been reviewed and improved.
That means a two-piece, four-piece, or larger bonus may outweigh a small individual upgrade.
Before replacing a set piece, compare:
The new item's stats.
The stats lost from the old item.
The set bonus being broken.
Your class mechanics.
The encounter you are preparing for.
Forever wants set bonuses to actually influence gearing decisions.
Treat them that way.
Quest Rewards Can Be Pre-Raid Quality
Forever is greatly improving quest rewards.
One of Blizzard's examples comes from the Mor'Ladim questline.
The traditional melee-oriented reward still exists, but casters can now choose the Ladimore Heirloom Ring instead.
Hemet Nesingwary's quest chain similarly gains the Master Hunter's Spellsword as another option.
Those are lower-level examples, but the principle matters at level 60:
Do not skip long quest chains because the Vanilla reward was bad for your spec.
Forever may offer something completely different.
High-level questing should therefore be part of your Pre-Raid gearing route.
Weapons Should Be a Priority
For many classes, weapon upgrades provide the biggest immediate improvement.
This is obvious for:
Warriors.
Rogues.
Hunters.
Enhancement Shamans.
Retribution Paladins.
Feral builds using weapon-linked stats.
Forever also makes weapons more relevant to casters through additional Spell Damage and Healing.
So the universal advice is:
Do not enter your first raid with an obviously outdated weapon.
You can survive having one mediocre bracer.
A weak weapon can damage your entire performance.
Physical DPS Gear Priorities
Physical DPS should begin by looking for:
Weapon quality first.
Then prioritize a strong combination of:
Hit.
Critical Strike.
Attack Power.
Strength or Agility depending on class.
Useful on-use or proc effects.
Dodge/parry reduction where appropriate.
Weapon Skill may still have value, but it should no longer be treated as automatically superior to everything else.
The correct choice depends on your total set.
An item with Hit may be excellent when you are below your desired reliability level.
Once you have enough, another throughput stat may become stronger.
Caster DPS Gear Priorities
Caster DPS should pay close attention to:
Spell Damage
Hit
Critical Strike
Intellect
and whatever resource-management statistics your class needs.
Caster weapons deserve much more attention in Forever.
A weapon carrying strong Spell Damage and Healing can represent a meaningful damage upgrade rather than only providing Intellect or Stamina.
For casters, trinkets can also be extremely important.
Briarwood Reed remains one current example of a highly attractive pre-raid throughput trinket.
Healer Gear Priorities
Healers need to balance:
Healing Power
Intellect
Spirit
Mana regeneration
Critical Strike where valuable
Survivability
The exact weight depends heavily on class and build.
A Holy Paladin may evaluate Spirit differently from a Priest.
A Restoration Shaman may value another combination.
A Druid may care about long-duration efficiency.
Do not build every healer from one universal stat list.
Forever's one-third Bonus Damage conversion also means a strong healing item retains some outdoor value.
Tank Gear Priorities
Tanks should not obsess over one theoretical "tank score."
A raid-ready tank needs enough survivability to remain stable while also generating reliable threat.
Prioritize a balanced combination of:
Health
Armor
Mitigation
Avoidance
Threat stats
Hit
Useful defensive effects
Forever's new dodge/parry-reduction itemization could become especially interesting for tanks that need attacks or threat abilities to connect reliably.
Keep several pieces.
One encounter may reward maximum mitigation.
Another may reward stronger threat.
Hybrid Specs Benefit the Most From Forever's Changes
Hybrid classes are among the biggest winners from Forever itemization.
Retribution Paladin no longer needs to treat melee and magical reliability as completely separate problems.
Enhancement Shaman gains similar benefits.
Balance and Feral Druids receive broader item choices through updated quest and dungeon rewards.
Shadow Priests and other nontraditional raid builds may have more appropriate equipment available than in original Vanilla.
This is exactly why old class BiS lists are dangerous.
They were created around a game where many of these builds received poor itemization support.
Forever is specifically trying to fix that problem.
Crafted Gear Can Fill Difficult Slots
Professions are receiving more than 600 new recipes, meaning crafting should play a much larger role throughout character progression.
Before spending days farming a low-drop dungeon item, check whether your profession or another player can craft something comparable.
A crafted item does not need to be absolute BiS to be useful.
If the difference is tiny but the crafted option is guaranteed, taking the reliable upgrade may save significant time.
Pre-Raid gearing is about getting raid-ready efficiently—not proving you can tolerate 100 dungeon resets.
World Epics Are More Valuable
Forever is also updating and expanding world-drop Epic items.
That makes rare BoE drops particularly interesting.
If you find one, do not immediately equip or sell it.
First check:
Your spec.
Its market value.
Its situational effects.
Alternative dungeon items.
Whether another class benefits more strongly.
For wealthy players, the Auction House may provide a fast way to fill one stubborn slot.
But do not spend your entire gold supply on a tiny statistical improvement.
Rare Enemies Matter More Too
Blizzard has added hundreds of new rare-creature drops.
That means outdoor rares may become legitimate gear sources.
This is another reason old Pre-Raid guides are incomplete.
A powerful item may come from:
A new rare.
A new quest chain.
A new Forever dungeon.
An improved old dungeon boss.
A profession recipe.
Not everything important will come from the traditional Blackrock–Scholomance–Stratholme route.
Should You Use PvP Gear Before Raiding?
Potentially.
PvP equipment has historically filled several excellent Pre-Raid slots in Classic-style WoW.
Forever is also changing PvP progression, so the exact efficiency of acquiring those items should be evaluated using the final Forever PvP system.
The key question is:
Is the PvP item better than what you can realistically obtain from PvE before your raid begins?
If yes, use it.
There is no rule saying Pre-Raid BiS must come from dungeons.
Do You Need Full Pre-Raid BiS Before Barrow Deeps?
Probably not.
"Best in Slot" is an optimization target.
It is not automatically the minimum entry requirement.
Barrow Deeps is a 10-player level-60 raid, but Blizzard has not published a required item level or exact gear threshold.
A player with strong dungeon equipment, good talents, proper consumables, and excellent execution may be perfectly capable of raiding without having every theoretical Pre-Raid BiS piece.
In fact, waiting for one extremely rare drop could delay your progression for almost no practical benefit.
Raid-ready matters more than spreadsheet-perfect.
Do You Need Full Pre-Raid BiS Before Hyjal Summit?
Again, there is no confirmed requirement.
Hyjal Summit is a 20-player level-60 raid, but we do not yet know its exact difficulty relative to Barrow Deeps.
The safest preparation goal is:
Strong high-level dungeon gear.
A current weapon.
Good trinkets.
Useful set bonuses.
Consumables.
A proper raid build.
Knowledge of your class.
Then improve the remaining slots as opportunities appear.
How to Know When Your Character Is Raid-Ready
Ask yourself five questions.
Is my weapon appropriate for level-60 content?
Do most of my armor slots come from high-level dungeons, strong quests, professions, PvP, or equivalent sources?
Are my most important accuracy, throughput, healing, or defensive needs covered?
Do I have useful trinkets rather than random leveling pieces?
Do I understand my class well enough to perform mechanics while doing my job?
If the answer is yes across those areas, you are probably much closer to raid-ready than someone who owns two famous "BiS" items but has weak gear everywhere else.
Do Not Farm One Item Forever
This is particularly important in a game with random drops.
Imagine your perfect Pre-Raid chest has a very low drop rate.
You already own another chest that is almost as strong.
Running the same dungeon dozens of additional times may provide almost no practical improvement.
Meanwhile, you could improve:
Your weapon.
Trinkets.
Professions.
Consumables.
Another weak armor slot.
Reputation.
Gold supply.
Always compare upgrade value against acquisition time.
Pre-Raid BiS should help you raid.
It should not stop you from raiding.
What We Still Don't Know
A truly final WoW Forever Pre-Raid BiS list still requires several pieces of information.
We need the complete loot tables for:
Blackmaw Hold
Shaper's Terrace
and all revised level-60 dungeon bosses.
We also need final:
Quest reward values.
Profession recipes.
PvP rewards.
Rare-drop tables.
Set bonuses.
Stat tuning.
Class tuning.
Until those are fully established, any website claiming one permanent class-by-class Forever Pre-Raid BiS list should be treated cautiously.
The framework is clear. The final slot rankings are not.
The Best WoW Forever Pre-Raid Gearing Strategy
Start with the weakest part of your character.
If your weapon is bad:
Fix the weapon first.
If your trinkets are still leveling junk:
Target high-value trinkets.
If you have several weak armor pieces:
Run high-level dungeons.
If one slot refuses to drop:
Check quests, crafting, reputations, PvP, BoEs, and rare enemies.
If replacing an item breaks a strong dungeon-set bonus:
Compare the full set effect before equipping the upgrade.
And most importantly:
Evaluate your complete character, not one item in isolation.
That philosophy fits Forever's itemization system perfectly.
Blizzard is deliberately trying to move away from a world where everyone follows exactly the same loot spreadsheet.
The best-prepared raider may not have every theoretical Best-in-Slot item.
They will have a coherent set built for their class, role, and the encounter ahead.
