How Dungeon Leveling Works in WoW Forever

Dungeons are an important part of WoW Forever's level 1–60 journey, but Blizzard does not appear to be designing them as a replacement for the outdoor world.

Forever's central philosophy is that the journey matters, with leveling, exploration, dungeons, professions, and social interaction all contributing to character progression.

Blizzard has confirmed nine entirely new dungeons:

  • Hall of Thanes

  • Ruins of Lordaeron

  • Excavation Site above Whelgar's Excavation

  • City of Dalaran

  • The Drowned City

  • Krol'dok Stronghold

  • Alcaz Prison

  • Blackmaw Hold

  • Shaper's Terrace

These dungeons are deliberately spread across the leveling journey and placed inside familiar parts of Eastern Kingdoms and Kalimdor.

Forever also keeps its Classic-style principles: no universal level scaling, no flying, and stronger emphasis on preparation, communication, crowd control, and group cooperation.

That means dungeon level matters.

Entering too early can result in:

  • More missed attacks

  • More resisted spells

  • Greater incoming damage

  • Slower boss kills

  • More healer pressure

  • More wipes

  • Worse experience per hour

The best dungeon leveling strategy is therefore not to enter everything at the minimum possible level.

Enter when your group can clear efficiently.

The current practical ranges are:

Hall of Thanes — Level 13–18

Ruins of Lordaeron — Level 15–20

City of Dalaran — Broadly Level 20–35, with late-20s/early-30s appearing to be the intended core range

Wetlands Excavation Site — Level 24–29

The Drowned City — Level 35–40

Blizzard's official announcement confirms the nine dungeon names and locations/themes, while panel live coverage supplies most of the provisional level ranges.

Because some reports conflict, especially around City of Dalaran and Krol'dok Stronghold, do not treat every number as final until beta testing confirms enemy levels and quest requirements.

Should You Dungeon Grind from 1 to 60?

Probably not on your first character.

Dungeon grinding can be efficient in Classic-style WoW when you have:

  • A fixed five-player group

  • Strong AoE

  • A reliable tank

  • An efficient healer

  • Good dungeon knowledge

  • Minimal travel downtime

Traditional Classic routes have historically used repeatable dungeon farming successfully, especially through Scarlet Monastery, Zul'Farrak, Blackrock Depths, and Lower Blackrock Spire.

Forever changes the equation.

Blizzard is placing more than 1,000 new quests throughout the 1–60 world and has specifically emphasized exploration and dungeon quests as part of progression. Developer interviews have also described improved dungeon-quest experience as a way to make discovering and completing instances attractive without reducing leveling to repetitive grinding.

For most players, the better Forever approach should be:

Quest → collect dungeon quests → complete dungeon → turn in quests → return to world leveling.

Repeat the instance when:

  • The XP remains strong

  • Important loot still matters

  • Your group clears efficiently

  • You enjoy the dungeon

  • You have unfinished objectives

Do not repeat it simply because you entered it once.

Levels 13–18: Hall of Thanes

Recommended range: 13–18

Location: Beneath Ironforge

Hall of Thanes is one of Forever's first new dungeons.

The dungeon explores the burial chambers of ancient Dwarven rulers beneath Ironforge.

Alliance players are thematically called to defend the location, although Horde adventurers are not completely excluded from entering it. Same-day BlizzCon coverage identifies it as a level 13–18 dungeon.

When to Run Hall of Thanes

A first run around the middle of the recommended bracket should generally be safer than forcing it immediately at level 13.

It should fit naturally into early Alliance leveling from:

  • Dun Morogh

  • Loch Modan

  • Ironforge-connected questing

Horde players need to consider the additional travel cost.

For them, Hall of Thanes may be more useful as a discovery or quest run than as an efficient repeat grind.

Why Hall of Thanes Matters

It gives Alliance characters an early dungeon option that complements the traditional Deadmines route.

If its dungeon quests provide strong experience and useful equipment, it may reduce the need for Alliance characters to wait as long before their first substantial five-player experience.

Levels 15–20: Ruins of Lordaeron

Recommended range: 15–20

Location: Ruins above Undercity

Ruins of Lordaeron acts almost like the Horde counterpart to Hall of Thanes.

The Forsaken are attempting to reclaim parts of their ruined former capital while Scourge threats remain inside.

BlizzCon coverage places the dungeon around 15–20, with Horde characters receiving the most natural narrative entry while Alliance players can still find a way inside.

Best Players for Ruins of Lordaeron

It should fit particularly well for characters leveling through:

  • Tirisfal Glades

  • Silverpine Forest

  • Northern Eastern Kingdoms

Because the entrance is close to Forsaken territory, Horde players should have much lower travel overhead.

Hall of Thanes or Ruins of Lordaeron?

For efficiency:

Alliance: Hall of Thanes is likely easier to integrate.

Horde: Ruins of Lordaeron should fit more naturally.

But both dungeons appear intended to be accessible to both factions.

If one has significantly better quests or equipment for your class, it can still be worth traveling.

Familiar Early Dungeons Still Matter

Forever's new dungeons fill gaps rather than making familiar Classic dungeon progression irrelevant.

Traditional early dungeon ranges provide a useful baseline:

The Deadmines — roughly 17–22

Wailing Caverns — roughly 17–24

Shadowfang Keep — roughly 20–26

Blackfathom Deeps — roughly 22–28

The Stockade — roughly 24–32

Classic dungeon ranges vary slightly between guides because the minimum entrance level and recommended full-clear level are not the same.

The important Forever rule is:

Do not automatically choose the new dungeon just because it is new.

Choose whichever dungeon combines:

  • Shorter travel

  • More quests

  • Better upgrades

  • Appropriate enemy levels

  • A group you can actually form

Levels 20–35: City of Dalaran

City of Dalaran is one of Forever's most unusual new dungeons.

The magical barrier surrounding Dalaran has fallen, but the restored city has serious magical problems that the Kirin Tor have not fully controlled.

Wowhead's BlizzCon live coverage described it as content available to players in the 20–35 range, while other detailed panel coverage places the more focused dungeon bracket around 28–33.

That likely means the dungeon has a broader accessibility window while its most comfortable enemies or quests may sit in the upper 20s and lower 30s.

Best Time to Run City of Dalaran

For most groups, entering somewhere in the later 20s is likely safer than immediately at level 20.

The dungeon should fit naturally with leveling through:

  • Hillsbrad Foothills

  • Alterac

  • Arathi Highlands

  • Nearby northern Eastern Kingdoms routes

Why City of Dalaran Could Be a Strong Leveling Dungeon

A wide level bracket makes it potentially useful for several levels.

It may become a dungeon you:

  • Complete once for quests in the 20s

  • Revisit for loot

  • Return to later if additional quest chains open

Do not assume this yet, however, because Blizzard has not published the complete quest structure.

Levels 24–29: Wetlands Excavation Site

Reported range: 24–29

Location: Above Whelgar's Excavation, Wetlands

This dungeon expands the Titan and archaeology themes surrounding Whelgar's Excavation.

Strange phenomena have appeared around the dig site, giving the Explorer's League another reason to investigate the region.

Same-day panel reporting places the dungeon around 24–29.

Why the Excavation Site Fits Alliance Routes Well

The Wetlands already connects naturally to:

  • Loch Modan

  • Menethil

  • Northern Alliance travel

  • Mid-20s questing

Alliance players leveling nearby should have very little reason to skip a quest-rich first clear.

Horde characters may need to evaluate whether the travel is worth the available quests and rewards.

Good Dungeon Combination Around This Range

A character in the mid-to-late 20s may choose among:

  • Wetlands Excavation Site

  • Blackfathom Deeps

  • The Stockade

  • Razorfen Kraul

  • Early Gnomeregan

  • City of Dalaran as levels increase

This is one of the first level bands where Forever offers considerably more dungeon choice than original Vanilla.

Levels 28–38: Gnomeregan, Scarlet Monastery and Dalaran

The 30-level range has historically been one of Classic's strongest dungeon-leveling periods.

Familiar options include:

Gnomeregan — around 29–38

Razorfen Kraul — around 29–38

Scarlet Monastery — multiple wings spanning much of the 30s and early 40s

Classic dungeon leveling routes often favor Scarlet Monastery because its separate wings let groups progress through increasing enemy levels without repeatedly traveling to another part of Azeroth.

Forever adds City of Dalaran to this range.

That creates a much more interesting choice.

Which Is Better: Dalaran or Scarlet Monastery?

There is no verified answer yet.

Scarlet Monastery has a proven Classic advantage:

  • Dense enemy packs

  • Multiple wings

  • Short reset routes

  • Good experience

  • Established quests

  • Strong equipment

Dalaran may gain an advantage through:

  • New dungeon quests

  • New rewards

  • New discoveries

  • Completely unfamiliar encounters

  • Potentially efficient quest XP

For a first Forever character, Dalaran is probably worth at least one full quest run even if Scarlet Monastery eventually proves faster for pure XP.

Levels 35–40: The Drowned City

Reported range: 35–40

Location: Off the coast of Stranglethorn Vale

The Drowned City is an ancient Troll settlement that has risen from the sea.

Blizzard describes conflict involving:

  • Troll ruins

  • Naga

  • Pirates

and same-day coverage places the dungeon around 35–40.

Why The Drowned City Fits Leveling Well

Stranglethorn Vale is already a major leveling destination.

That makes a dungeon off its coast particularly convenient.

Players questing through the region can potentially:

  • Pick up outdoor quests

  • Collect dungeon quests

  • Run The Drowned City

  • Return to nearby quest hubs

without crossing half of Azeroth.

Travel efficiency matters enormously in a game without flying.

Best Time to Stop Running It

Move on once:

  • Most dungeon enemies become noticeably low-level

  • Quest XP dries up

  • Major loot upgrades have been replaced

  • Your group can progress efficiently into higher-level dungeons

Do not keep repeating an instance simply because you know the route perfectly.

Krol'dok Stronghold: Range Still Needs Confirmation

Krol'dok Stronghold is a massive Ogre-controlled dungeon associated with Riverglades.

This is the dungeon with the largest current level-range conflict.

One BlizzCon recap lists it around 35–40.

Other coverage reports a much broader 40–55 range.

Wowhead's liveblog grouped Krol'dok among higher-level dungeons intended for characters within the broader 40–60 part of progression.

Because of that conflict, the correct pre-release advice is:

Treat Krol'dok Stronghold as an upper-mid-level dungeon and check its actual enemy and quest levels before committing to it as a leveling grind.

Do not publish a fixed "40–55" route around it until beta verifies the dungeon.

Why Krol'dok Could Be Important

Riverglades itself is designed as one of Forever's major mid-level questing areas.

A large dungeon embedded in that zone creates an obvious quest-and-dungeon loop.

If Krol'dok carries several Riverglades quest chains, it could become one of the best dungeons for players already leveling there.

Levels 38–45: Familiar Classic Alternatives

While Forever's new content is important, familiar instances remain useful around this stage.

Strong Classic-style options include:

Scarlet Monastery Armory / Cathedral

Razorfen Downs

Uldaman

Traditional Classic dungeon guides generally place these in roughly the late-30s to mid-40s range.

Uldaman Is Better as a Quest Run Than a Long Grind

Uldaman has useful lore, quests, and rewards, but its layout makes it less attractive for repeated XP farming than a compact dungeon.

This distinction matters throughout Forever:

Some dungeons are good leveling farms.

Others are good quest runs.

Those are not necessarily the same thing.

Levels 44–50: Zul'Farrak and Mid-Level Dungeon Progression

Traditional Classic leveling becomes very dungeon-friendly again around the mid-40s.

Zul'Farrak is one of the strongest examples.

Classic routes generally recommend it around 44–49, thanks to:

  • Large numbers of enemies

  • Several quests

  • Useful equipment

  • Relatively efficient group routes

Other options include:

  • Uldaman

  • Maraudon

  • Temple of Atal'Hakkar

Classic leveling guides generally favor Zul'Farrak for repeated XP while treating Maraudon and Sunken Temple more as valuable quest/loot runs.

Forever's new dungeons may change the exact optimal route, especially once Krol'dok's final bracket is confirmed.

Levels 48–53: Alcaz Prison

Reported range: 48–53

Location: Alcaz Island

Alcaz Prison turns one of original Azeroth's mysterious locations into a full dungeon.

Panel coverage describes the prison as a place associated with important captives, with Defias involvement and additional threats inside.

The reported recommended range is 48–53.

Why Alcaz Prison Could Be Excellent for Leveling

The late 40s can involve considerable travel between:

  • Tanaris

  • Feralas

  • Hinterlands

  • Searing Gorge

  • Un'Goro

  • Other high-level zones

A good dungeon can provide concentrated experience without requiring repeated cross-continent quest travel.

If Alcaz Prison launches with several strong dungeon quests, it could become an efficient bridge toward the early 50s.

Run Alcaz for More Than XP

By this stage, equipment begins mattering more for your transition into level-60 content.

Evaluate dungeon rewards not only as leveling gear, but as possible stepping stones toward:

  • High-level dungeons

  • Maximum-level questing

  • Early pre-raid gearing

Levels 47–55: Maraudon, Sunken Temple and Blackrock Depths

Familiar dungeons remain extremely important here.

Typical Classic recommendations include:

Maraudon — roughly 47–52

Temple of Atal'Hakkar / Sunken Temple — roughly 50–55

Blackrock Depths — starting around the low 50s and remaining useful deep into the 50s

Blackrock Depths deserves special attention.

It is enormous.

Different sections contain enemies of very different difficulty.

A group can begin using easier portions before being ready for the entire dungeon.

Classic leveling routes frequently use BRD from roughly 49–56, with later sections remaining useful beyond that.

Quest-Stacking Is Especially Important Here

Long dungeons have larger travel and clear-time costs.

Do not enter Sunken Temple, Maraudon, or BRD with an empty quest log if you can reasonably collect several objectives beforehand.

One well-prepared run can be much more valuable than multiple unprepared clears.

Levels 55–60: Blackmaw Hold

Reported range: 55–60

Blackmaw Hold explores a Furbolg settlement affected by spreading corruption.

Blizzard's official description emphasizes a deep underground city and the growing corruption inside it, while BlizzCon coverage places it around 55–60.

Why Blackmaw Hold Matters

At level 55+, you are no longer thinking only about XP.

You should also care about whether dungeon rewards remain useful after reaching 60.

Blackmaw Hold is positioned exactly where leveling and early endgame begin to overlap.

Potential reasons to run it include:

  • Experience

  • Dungeon quests

  • High-level equipment

  • Profession Blueprints

  • Story progression

  • Preparing for level-60 content

Blizzard has confirmed that advanced profession Blueprint recipes can drop from dungeon bosses, giving dungeon runs value beyond combat gear.

Levels 58–60: Shaper's Terrace

Reported range: 58–60

Location: Un'Goro Crater

Shaper's Terrace explores Titan mysteries around Un'Goro.

It is one of Forever's highest-level new launch dungeons and is reported at approximately 58–60.

Shaper's Terrace Is More Than a Leveling Dungeon

At level 58 or 59, experience is still useful.

But the real question becomes:

Will this dungeon help my level-60 character?

Shaper's Terrace is likely to be especially relevant because its level range places it directly at the transition into maximum-level progression.

Run it for:

  • Final leveling experience

  • High-level quest rewards

  • Equipment

  • Profession-related drops

  • Familiarity with harder group content

If you reach level 60 inside the dungeon, that does not automatically mean you should leave.

The rewards may matter more than the experience.

Level 55–60 Classic Dungeons Still Matter

Forever's new high-level instances compete with some of original WoW's strongest dungeons:

Classic recommendations generally put these around the upper 50s, with many rewards remaining useful after reaching level cap.

Based on current information, several dungeons stand out.

Best Early Dungeon

Hall of Thanes / Ruins of Lordaeron

Which one is best depends largely on faction and travel.

Alliance should find Hall of Thanes easier to integrate.

Horde should find Ruins of Lordaeron easier.

Best Mid-20s New Dungeon

Wetlands Excavation Site

Its 24–29 reported bracket fits neatly between early instances and the major level-30 dungeon tier.

Best Level-30 Dungeon

City of Dalaran

Its broad reported accessibility makes it one of the most interesting Forever-specific leveling options, especially for players who want new content rather than repeating Scarlet Monastery.

Dungeon Quests Are More Important Than Dungeon Spam

Before entering any dungeon, ask:

How many quests can I complete inside?

A dungeon containing six relevant quests can be substantially more valuable than one containing none, even if its enemy XP is slightly worse.

Forever's official announcement specifically highlights dungeon quests and new rewards as part of its PvE structure.

For the new Forever dungeons, Blizzard has not yet published complete quest names.

That means guides claiming a finalized quest checklist for Hall of Thanes, Drowned City, Blackmaw Hold, or Shaper's Terrace are currently getting ahead of the available information.

Once those quests are testable, the ideal strategy will be:

Collect every compatible quest before the first run.

Classic Dungeon Quests Worth Remembering

Existing Classic quest structures provide useful examples of why preparation matters.

Notable dungeon quest chains traditionally include objectives associated with:

Ragefire Chasm — Hidden Enemies and other Orgrimmar-linked quests.

The Deadmines — Westfall chains leading through the Defias story.

Gnomeregan — The Grand Betrayal and several engineering/exploration objectives.

Scarlet Monastery — faction-specific chains covering several wings.

Uldaman — The Platinum Discs and Titan-related exploration.

Do Dungeon Bosses Matter for Professions?

Yes.

Forever gives professions much more connection to dungeon content.

Blizzard has announced advanced Blueprint recipes obtained from dungeon bosses as part of the profession redesign.

That means a dungeon you have outleveled slightly may still be relevant if:

  • You need a Blueprint

  • A guildmate needs one

  • The recipe supports your profession progression

  • The crafted item remains valuable

This is another reason to avoid judging dungeon value purely by XP/hour.

Build a Balanced Dungeon Group

Forever is deliberately restoring more tactical dungeon combat.

Blizzard has specifically highlighted crowd-control tools such as:

  • Polymorph

  • Fear

  • Banish

  • Roots

and has said damage dealers should respect threat instead of assuming tanks can instantly control every enemy in large pulls.

A good dungeon group therefore needs more than maximum DPS.

Your standard five-player composition should generally include:

1 Tank

1 Healer

3 Damage Dealers

But the damage slots should ideally bring useful tools.

Interrupts, crowd control, dispels, buffs, slows, and emergency support can prevent wipes.

Do Not Pull Like Retail WoW

This may be the single biggest adjustment for players coming from modern WoW.

Forever's dungeon philosophy is more deliberate.

Do not automatically:

  • Pull an entire room

  • Spam AoE immediately

  • Ignore threat

  • Run ahead of the tank

  • Your group can comfortably handle the next tier

Do not stay because the dungeon feels easy.

Easy content can become inefficient content.

For your first character, think of dungeons in three categories.

Quest Run

Enter once with every available quest.

Best for:

  • Long instances

  • Awkward travel

  • Valuable one-time rewards

  • Dungeons with lower repeat efficiency

Examples may include Uldaman, Maraudon, and some of Forever's new story-heavy dungeons.

Upgrade Runs

Repeat until you obtain an important weapon, trinket, profession Blueprint, or other meaningful reward.

This can be especially worthwhile for weapon-dependent classes such as Warriors and Rogues.

XP Grind

Repeat because the dungeon offers excellent enemy density and your group clears it extremely efficiently.

Classic examples historically include:

Whether Forever's new dungeons join that list cannot be determined until players can test actual XP/hour.
