Levels 28–33.

Blizzard later clarified the launch level ranges for all nine new Forever dungeons, listing City of Dalaran specifically at 28–33.

Mage brings Polymorph, ranged damage, slows, Counterspell, and food/water utility.

The class also fits the dungeon thematically, especially because Dalaran is deeply connected to arcane magic and the Kirin Tor.

Rogue

Rogue provides Sap, interrupts, stuns, poisons, and excellent priority-target control.

Shaman
