How Leveling Zones Work in WoW Forever
Choosing where to level matters much more in World of Warcraft: Forever than it does in modern WoW.
Forever has no level scaling. An enemy that is too dangerous for you does not automatically become appropriate for your character, and a zone you have significantly outleveled will not magically scale upward to remain optimal. Blizzard is deliberately preserving a world where different parts of Azeroth belong to different stages of your journey.
That means there is no universal rule of simply picking your favorite zone and remaining there until level 60.
You will move.
Sometimes you will even leave a zone before finishing it, gain a few levels elsewhere, and return when its harder quests become more reasonable.
That is normal.
Classic WoW traditionally works through overlapping questing ranges rather than perfectly linear zones. WoW Forever keeps that foundation while adding more than 1,000 new quests throughout the level 1–60 journey, creating more alternatives when the original leveling experience begins to slow down.

Levels 1–10: Stay in Your Starting Zone
For almost every character, the best place to spend the opening levels is your racial starting zone.
These areas are specifically built around characters with weak abilities, poor equipment, limited money, and few travel options.
Human players begin their adventure through Elwynn Forest, while Dwarves and Gnomes use Dun Morogh. Night Elves begin through Teldrassil.
On the Horde side, Orcs and Trolls begin in Durotar, Tauren in Mulgore, and Undead characters in Tirisfal Glades.
Classic leveling guidance traditionally places these starting regions around the level 1–10 experience before characters move toward their faction's secondary zones.
There is usually little reason to make a long journey to another race's area immediately unless you are meeting friends or deliberately following a specific route.
Your starting zone provides something more valuable than theoretical XP optimization: constant progression with very little downtime.
Enemies are appropriate for your level, quests are concentrated around nearby settlements, class trainers are accessible, and travel distances are manageable before you receive better movement options.
Skyborne: Zephras Isle Levels 1–12
Skyborne characters have a completely different option.
Zephras Isle is specifically designed as their level 1–12 starting experience. Blizzard describes it as an elemental, skybound introduction to the race and its story.
Skyborne players should generally allow the zone to carry them through its intended progression instead of leaving at the earliest possible opportunity.
Because it reaches approximately level 12 rather than stopping around level 10, Skyborne characters may enter their next major questing area slightly later than characters from traditional starting zones.
Levels 10–20: The First Major Zone Choice
This is where leveling routes begin to split significantly.
Traditional Classic progression gives each race a natural secondary destination. These zones remain strong foundations for Forever because their geography, quest hubs, enemy ranges, and travel connections are built around early leveling.
Best Alliance Zones From 10–20
Westfall is one of the strongest choices for Humans.
Most important quests concentrate around Sentinel Hill and gradually spread toward farms, mines, the coastline, Moonbrook, and the Defias storyline.
Its biggest advantage is connectivity. Characters coming from Elwynn Forest can move directly into Westfall without wasting time on a major relocation.
Loch Modan fills a similar role for Dwarves and Gnomes. Its quests are generally well suited to characters arriving from Dun Morogh, and the zone provides relatively comfortable early leveling.
Darkshore is the natural continuation for Night Elves and has traditionally been one of the stronger early Alliance questing zones thanks to its number of quests and long north-south progression. Classic leveling references commonly recommend Darkshore within the early post-starting-zone bracket.
Alliance characters do not have to remain in their racial progression, however.
A Human can travel to Darkshore. A Night Elf can eventually quest through Westfall. The question is whether the travel time is worthwhile for your particular route.
Best Horde Zones From 10–20
For most Horde characters, The Barrens is the major destination.
It is unusually large and supports characters through a much wider level span than most secondary zones. Classic references traditionally place The Barrens roughly within the 10–30 journey, meaning you can leave for another zone and still return later for higher-level quests.
Orcs, Trolls, and Tauren naturally reach it from nearby starting territories.
Undead characters instead have Silverpine Forest, which provides a much more convenient continuation from Tirisfal Glades.
Do not feel forced to abandon Silverpine just because The Barrens is more famous. Travel efficiency matters enormously at low levels, and a nearby hub full of appropriate quests can easily outperform a theoretically stronger zone that requires crossing the world.
Levels 20–25: Start Using Multiple Zones
Around level 20, the leveling experience becomes less linear.
This is the point where learning to rotate between zones becomes important.
You may enter a zone and complete its easier quests, encounter a group of objectives that are several levels higher, then move elsewhere and return later.
That is often more efficient than struggling through orange or red quests.
Strong Alliance Choices
Redridge Mountains is one of the strongest Alliance options around this stage.
Lakeshire provides the central questing hub, while objectives gradually move into gnoll camps, Blackrock-controlled areas, and the surrounding wilderness.
Duskwood starts becoming attractive as your character climbs through the 20s, although you should not force yourself into the zone before its quests are comfortable.

Horde characters can still obtain substantial value from The Barrens.
Rather than abandoning it completely, combine its higher-level quests with Stonetalon Mountains and later Ashenvale.

When one area gives you orange quests, another may contain yellow quests that are faster and safer.

The Plaguelands are among the strongest areas for characters approaching level 60.

Winterspring
Winterspring is one of the classic final-level destinations.
