These rankings measure overall class value, not just raw damage.
For example, Paladin scores highly in PvE because it can tank, heal, provide powerful utility, and now has significantly stronger support for Retribution and Protection. Warrior remains extremely valuable because of its tanking and physical damage potential, even though it is much less comfortable when leveling alone.
Blizzard has emphasized that Forever classes should retain different strengths and weaknesses rather than receiving identical answers to every problem.
That means there may never be one class that is "best" everywhere.

There is currently no class we would confidently place below A tier for general Forever PvE because Blizzard is deliberately improving historically weaker builds, and complete encounter tuning is not yet available.
Priest — S Tier PvE
Priest is one of the safest projected S-tier PvE choices.
Its greatest strength is healing.
Classic-style Priests traditionally offer an exceptionally complete healing toolkit, while Forever improves healer quality of life through broader itemization changes.
Bonus Healing now also contributes part of its value toward Bonus Damage, helping healing-focused characters when they return to questing or solo content.
Priests also gain Divine Spirit as baseline utility rather than having to spend talents simply to provide an important group buff.
Classic PvE provides a useful baseline: Priest has historically ranked among the strongest dedicated healers because of its combination of throughput and versatile healing tools.
That does not guarantee Priest will be Forever's strongest healer after final tuning, but its underlying toolkit makes it difficult to imagine the class lacking PvE demand.

If your priority is being wanted by dungeon and raid groups, Priest looks like one of the safest choices.
Warrior — S Tier PvE
Warrior remains one of the strongest projected PvE classes because it combines two historically important roles:

Classic Warriors have traditionally dominated high-end physical DPS while also providing the game's iconic tanking experience.
Forever's unified Hit system may also make abilities such as Taunt more reliable without requiring awkwardly separated stat considerations.
Warriors do have a major weakness:
They are highly dependent on equipment.
A well-equipped Warrior can be extremely powerful.
An undergeared Warrior feels very different.
That is part of why Warrior ranks far higher in PvE than it does for leveling or independent solo play.

Blizzard has already revealed extensive changes designed to make all three Paladin roles more functional.

Mage — S Tier PvE
Mage brings exactly the kind of toolkit Forever's dungeon philosophy rewards.
Blizzard has specifically highlighted Polymorph when discussing the renewed importance of crowd control.
That matters because Forever dungeon groups are not expected to simply gather every enemy together and spam AoE attacks.
Controlling a dangerous enemy can be the correct strategy.
Mage also brings:

Shaman has tremendous potential in Forever.

Enhancement also directly benefits from unified Hit and Critical Strike because physical attacks and magical effects no longer require such awkwardly divided gearing.
Blizzard specifically identified Enhancement Shaman and Retribution Paladin as examples of builds helped by this change.
Why not S tier?
Because we still lack detailed Forever tuning for Enhancement, Elemental, Restoration, and Totems.
Shaman could easily rise once the complete class changes become known.
Druid — A Tier PvE
Druid's greatest strength is flexibility.
A Druid can potentially provide:

Melee DPS
Ranged DPS
Few classes can adapt to as many situations.
Forever's itemization changes also help Restoration Druids outside healing content, and Improved Mark of the Wild-style functionality is being moved toward baseline class utility.
Druid's challenge is specialization.
Being able to perform four roles does not automatically mean one Druid build performs all four simultaneously.
You still need appropriate talents, equipment, and knowledge.

Druid could become one of the strongest overall Forever classes even if it does not top individual raid meters.
Warlock — A Tier PvE

Blizzard has specifically used Fear and Banish as examples of the crowd-control abilities that should matter in Forever dungeons.
That makes Warlock useful beyond raw damage.
The reason it remains A rather than S in our projected PvE list is uncertainty around final damage tuning and pet mechanics.
For leveling, solo play, and PvP, however, Warlock becomes significantly more dominant.
Rogue — A Tier PvE
Rogue remains a highly specialized melee damage class.
Its major strengths include:

Rogue's biggest limitation compared with hybrid classes is role flexibility.

That can be extremely valuable, but it does not offer the same role coverage as Paladin or Druid.
Hunter — A Tier PvE
Hunter is one of the strongest leveling and solo classes, but its endgame PvE ranking is less certain.

Unified Hit also benefits Traps, improving the consistency of more of the Hunter toolkit.
Hunter's final raid position will depend heavily on Forever's damage scaling, pet tuning, encounter design, and itemization.

PvP rankings are especially difficult because a class can be mediocre in a duel but exceptional in an organized Battleground.
Our ranking therefore considers overall PvP usefulness, including world PvP, small fights, and Battlegrounds.

Paladins still lack a traditional interrupt and do not gain the same slowing tools available to several other classes.

Paladin should be powerful, especially in groups, but it is not designed to have an answer to every opponent.

Forever makes leveling important again.
Blizzard has confirmed more than a thousand new quests throughout the 1–60 journey, while maintaining no universal level scaling and no flying mounts.

Hunter may be the safest choice for players who want efficient independent leveling.
The reason is simple:
Your pet can fight while you keep dealing damage from range.

Unless Forever dramatically changes Hunter pets, that fundamental advantage should remain.

Traditional Vanilla Paladin leveling could be extremely slow because combat relied heavily on auto attacks.
Forever directly addresses that weakness.
Paladins receive Holy Strike at level 6, giving them an actual instant weapon attack early in progression.
Judgment also stops consuming active Seals, reducing repetitive Seal recasting.
Consecration becomes baseline later in leveling as well.
Those changes should make Paladin considerably more active and comfortable than its traditional Vanilla counterpart.
Paladin also already has excellent survivability.
That combination moves it firmly into A tier for our current projection.

The main challenge traditionally comes from mana management and uneven power across different level ranges.
Forever's improved hybrid stats should help Enhancement gearing, but we need complete class changes before confidently moving Shaman higher.
Priest — A Tier Leveling
Priest leveling is usually safe and efficient rather than exceptionally fast.
Healing, shields, ranged attacks, and good resource management can reduce downtime.
The main weakness is kill speed compared with Hunter, Mage, or Warlock.
Priest remains a very good choice for players who also want easy access to dungeon groups while leveling because healers are consistently useful.
Rogue — A Tier Leveling
Rogue is excellent at killing individual targets and avoiding unnecessary combat through Stealth.
That makes many quests easier.
However, Rogue can be highly weapon-dependent.
Bad equipment can noticeably slow your leveling speed.
Self-healing is also much weaker than hybrid classes, so mistakes can create additional downtime.
Warrior — B Tier Leveling
Warrior's low placement does not mean Warrior is a bad class.
It means solo leveling exposes nearly all of Warrior's weaknesses.
Warriors are:

The downside is punishment.
Hunter and Warlock often have pets absorbing mistakes.
Mage usually needs to solve mistakes itself.
For experienced players, that is rarely a problem.
For complete beginners, Hunter may feel more forgiving.
Paladin — A Tier Solo
Paladin may be one of the hardest classes to kill.
Strong armor, healing, defensive abilities, and emergency tools provide excellent survivability.
Forever's offensive improvements also address the traditional problem of surviving everything but killing it slowly.

Priest — A Tier Solo

That reliability makes Priest a strong solo choice even if it is not the fastest.
Rogue — A Tier Solo
Rogue's greatest solo advantage is choosing which enemies not to fight.
Stealth lets Rogues bypass unnecessary packs, reach objectives, and approach encounters on favorable terms.
Against single targets, control can be excellent.
The weakness appears when fights become messy.
Multiple enemies and limited self-healing can turn a small mistake into a difficult situation.
Shaman — A Tier Solo
Shaman has self-healing, ranged abilities, melee options, Totems, and useful mobility.

They are not a character-selection rule.
Forever is specifically designed around classes having weaknesses.
Blizzard does not want every character to possess identical mobility, interrupts, crowd control, healing, defensive tools, and utility. Instead, different classes should create different solutions to encounters.
That means an S-tier class can still feel terrible to you if you dislike its gameplay.
A B-tier leveling class can become your favorite character once you reach group content.
Warrior is the perfect example.
Its solo leveling experience can be demanding.
Its endgame PvE potential can be enormous.
Context matters.
Choose the class whose strengths you enjoy and whose weaknesses you are willing to manage.

Paladin looks substantially stronger than its traditional Vanilla version. Confirmed changes include Holy Strike, baseline Consecration, persistent Seals after Judgment, stronger Protection tools, better Holy interactions, and greater Retribution support.
Is Warrior bad in WoW Forever?
No. Warrior ranks low specifically for independent leveling and solo play because of gear dependency and limited recovery. In organized PvE, Warrior remains one of the strongest projected classes.
What is the easiest WoW Forever class for beginners?
Hunter is probably the easiest general recommendation. Paladin is attractive for players who value survivability, while Druid is excellent for players who want to experiment with several different roles.
What class can do the most roles in WoW Forever?
Druid covers all four broad combat categories: tanking, healing, melee DPS, and ranged DPS. Paladin can tank, heal, and melee DPS, while Shaman can heal and provide both melee and ranged damage.
Will the WoW Forever tier list change?
Almost certainly. Blizzard has intentionally preserved strong class identity while redesigning talents, abilities, stats, racials, and itemization. Full final class tuning has not yet been established publicly, so individual positions can move as more information becomes available.
