Active Matter has a much more complicated weapon meta than simply asking which gun deals the most damage.

You need to survive monsters.

You may need to fight other Operatives.

You have to carry enough ammunition to finish the raid.

Your weapon has to work in the spaces you actually enter.

And after all that, you still need to extract.

That is why a weapon with huge theoretical firepower can be worse for normal progression than a reliable rifle you can control, feed with ammunition, replace, and confidently take into another raid.

The arsenal also changed substantially immediately before and after the September 15, 2026 global launch. The 250 Shades of Liberty update introduced weapons including the M14, M39 EMR, SCAR-H, P17-V, MAC-11, RSh-12, and DP-12. Global launch then added legendary weapons to raid loot, while post-update patches continued changing individual weapons and attachment compatibility.

This guide therefore reflects the launch-period meta as of September 24, 2026.

The tiers below are an editorial ranking based on confirmed weapon characteristics, current official balance changes, weapon availability, attachment support, and launch-week player experience. How This Active Matter Weapon Tier List Works

A gun does not reach S Tier here just because it hits hard.

For an extraction shooter, the strongest weapons need to solve several problems at once.

Combat performance matters, but reliability matters more

A weapon is valuable when it consistently does its job under raid conditions.

This ranking considers:

  • PvE effectiveness. Can the weapon efficiently handle monsters without burning an unreasonable amount of ammunition?

  • PvP capability. Can it compete against armored Operatives at the ranges where player fights normally develop?

  • Versatility. Can you move from an outdoor sightline into a building without your primary weapon becoming useless?

  • Recoil and follow-up shots. High damage means less if you cannot keep rounds where they need to go.

  • Magazine and reload pressure. Reloading at the wrong moment can end a raid.

  • Attachment potential. Optics, suppressors, grips, adapters, and other modifications can dramatically improve a weapon's usefulness.

  • Ammo economy. A gun that empties expensive or difficult-to-maintain ammunition too quickly can become inefficient for repeated farming.

  • Replacement risk. You eventually lose equipment. Extraction loadouts must account for that reality.

The developers themselves have emphasized that high-level weapons can be found in raids, while Monolith progression remains the more reliable source of advanced gear.

So the best weapon on paper is not necessarily the best weapon to take into ten consecutive raids.

It is flexibility.

The M4A1 makes sense for:

  • medium-range PvP;

  • general PvE;

  • solo extraction;

  • squad support;

  • and players who want a weapon they can modify around different raid objectives.

Launch-week community reports have also consistently described M4 and M4A1 variants as dependable early or general-purpose rifles.

Why the M4A1 works so well

You rarely enter a normal raid and immediately wish you had brought an entirely different weapon class.

A shotgun may beat it in a hallway.

A marksman rifle will outperform it across certain open sightlines.

A heavy rifle can hit harder.

But the M4A1 lets you move between those situations without completely changing your strategy.

Matter Team originally introduced the SCAR-H as a 7.62×51 mm heavy SCAR with increased stopping power, slightly reduced rate of fire compared with the SCAR-L, and no suppressor compatibility.

Then the September 11 update changed it.

  • improved SCAR-H accuracy;

  • changed its muzzle-device setup;

Why the SCAR-H is S Tier

The SCAR-H combines the appeal of a heavy cartridge with much better tactical flexibility than its original announcement suggested.

A suppressed heavy rifle is valuable for Open raids because firing your weapon has consequences beyond the target directly in front of you.

Noise attracts attention.

Players hear fights.

Third parties move toward them.

Even against monsters, eliminating a threat without advertising your location as aggressively can help preserve an extraction.

The SCAR-H therefore works well for players who want:

  • heavy rifle performance;

  • controlled PvP engagements;

  • medium-range pressure;

  • and a weapon that can now participate in suppressed builds.

Best for

PvP, high-value extraction runs, mixed PvPvE, geared solo players, squad riflemen.

Main weakness

7.62×51 mm loadouts encourage more careful ammunition management than spraying a cheaper general-purpose weapon.

You should actually use the stopping power.

Do not carry a heavy rifle and then fire every encounter as if ammunition were unlimited.

M14 – Best Hybrid Battle Rifle

The M14 is one of the most interesting weapons introduced with the arsenal expansion.

Matter Team confirms that it uses a 20-round 7.62×51 mm magazine and can reach up to 700 rounds per minute. It supports full-auto fire for closer engagements and semi-auto fire when accuracy at range becomes more important.

That gives the M14 a very useful identity.

Why the M14 is S Tier

The M14 can change roles without forcing you to change weapons.

At range:

Use controlled semi-auto shots.

When something closes the distance:

You still have automatic fire available.

That is extremely valuable in Active Matter because raid geometry changes constantly.

You may cross open ground, enter an industrial building, fight a monster at short range, move onto a rooftop, and then encounter another Operative farther away.

A specialized weapon forces you to adapt around the gun.

The M14 gives you more freedom to adapt the gun around the fight.

Twenty rounds can disappear quickly in full-auto.

Why the M39 EMR is S Tier

Its biggest advantage is not simply damage. It is build flexibility.

Five attachment positions give you serious room to customize the weapon for the job.

The recent attachment expansion added:

  • variable-magnification optics;

  • foregrips;

  • pistol grips;

  • dovetail-to-Picatinny adapters;

  • optic risers;

  • suppressors;

  • and additional sight options.

Variable magnification is especially useful for extraction gameplay.

Best for

General raids, suppression-conscious Open runs, PvP, players who prefer lighter rifle behavior.

Main weakness

Players seeking maximum heavy-caliber pressure may prefer the SCAR-H or M14.

That does not make the SCAR-L weak.

It does one job exceptionally well: stopping close threats.

That makes it excellent for:

  • monster-heavy Isolated raids;

  • building clearing;

  • close extraction approaches;

  • and a secondary weapon paired with a rifle or sniper.

It falls below the all-purpose rifles because range changes everything.

A shotgun that feels unstoppable inside one room may contribute very little once an enemy Operative controls the next 100 meters.

DP-12 – Huge Capacity With a Dangerous Reload Tradeoff

The DP-12 arrived through Harmonization content.

Matter Team describes it as a pump-action shotgun comparable to the SPAS in performance, but its dual parallel barrels allow it to carry up to fourteen 12-gauge shells. The tradeoff is a very long reload.

That creates one of the clearest weapon identities in the game.

Why the DP-12 is A Tier

Fourteen shells give you enormous short-range staying power before the weapon reaches its weakest moment.

That makes it attractive when:

  • multiple monsters are pushing;

  • you need to hold a doorway;

  • you expect confined PvP;

  • or your squad can cover you while you reload.

But the reload penalty cannot be ignored.

If you empty the weapon while isolated and someone pushes, your enormous capacity has suddenly become an enormous problem.

Best for

Close PvE, defensive PvP, squads, chokepoints.

Main weakness

Reload timing.

Count your shots.

Do not wait until the weapon is completely empty if you know another engagement is approaching.

AEK-971 – High-Fire-Rate Assault Rifle

The AEK-971 entered Active Matter with the Fire Walk update.

Matter Team describes it as a 5.45×39 mm assault rifle with a 900 RPM cyclic rate and naturally lower recoil than the AK-12.

That combination immediately explains its value.

High fire rate normally becomes dangerous when recoil turns sustained fire into wasted ammunition.

The AEK's lower-recoil characteristic gives players a better chance to actually exploit that speed.

Best for

Close-to-medium PvP, aggressive rifle builds, players who can manage ammunition consumption.

Main weakness

Nine hundred rounds per minute can empty magazines extremely quickly.

High RPM is only an advantage when those rounds are hitting something.

AN-94 – Strong Controlled Rifle Alternative

The AN-94 arrived alongside the AEK-971 in Fire Walk.

It has become another viable option for players who prefer Soviet-style assault rifles and want something beyond the conventional M4/SCAR route.

The important practical lesson is not that every player should switch to the AN-94.

MP5 – Best Beginner SMG

The MP5 deserves a special place even if it is not the strongest high-end PvP gun.

The Standard Edition currently includes multiple MP5s, magazines, and a large supply of 9×19 mm ammunition, making the platform one of the most immediately accessible weapon families for new players.

That accessibility matters.

Why the MP5 is useful

A weapon you can repeatedly risk is often more valuable for progression than a premium weapon sitting permanently in your Shelter.

The MP5 is excellent for learning:

  • indoor combat;

  • recoil control;

  • reload timing;

  • close-range PvE;

  • and inexpensive extraction discipline.

However, launch-week players also report situations where the MP5 feels underpowered against tougher PvE threats, reinforcing that it should not automatically replace shotguns or stronger rifles in every raid.

Best for

Beginners, lower-risk runs, indoor raids, backup weapons.

Main weakness

Range and raw stopping power.

An older official balance patch also reduced effective aimed-fire range for SMGs from 100 meters to 50 meters, reinforcing the class's close-range identity.

UMP45 – Controlled Close-Range Alternative

The UMP45 occupies a similar space to the MP5 but uses .45 ACP.

It appears in the established weapon pool and is directly supported with UMP magazines and .45 ammunition in current game edition packages.

The UMP works best when you consciously choose close engagements.

Do not use an SMG and then complain that another player with a marksman rifle has an advantage across a field.

Your weapon should affect your route.

Use buildings.

Use terrain.

Close distances safely.

Force the engagement into the range your gun was selected for.

However, it is worth remembering that Matter Team previously increased recoil on several powerful long-range weapons, including the M110A1.

Precision weapons are not intended to give effortless long-range dominance.

They reward:

  • first-shot accuracy;

  • positioning;

  • sightline control;

  • and disciplined follow-up fire.

If that describes how you play, the M110A1 can be excellent.

If you constantly sprint through interiors, you are paying for capabilities you are not using.

SV-98 – Great Sniper, Less Forgiving in PvP

The SV-98 remains another established precision weapon, with both official weapon availability and dedicated suppressor support confirmed by Matter Team.

It is powerful when controlling long lines.

But bolt-action or slower precision gameplay creates a specific PvP risk:

MB590 – One of the Best Early PvE Weapons

The MB590 is not glamorous.

That is exactly why it belongs in this guide.

It is included directly in the Standard Edition equipment pool alongside 12-gauge ammunition, making it highly relevant to new Operatives.

For early PvE, a dependable shotgun can solve problems that an SMG sometimes struggles with.

Why the MB590 remains useful

Simple, replaceable weapons are excellent extraction tools.

You can learn dangerous environments without risking rare equipment.

You can deal with nearby monsters.

And if the raid goes badly, losing the weapon hurts less than losing a highly customized premium rifle.

That makes the MB590 one of the better examples of the difference between:

RPK / RPK-74 – Underrated Sustained-Fire Pick

Launch-week player reports have highlighted RPK variants as surprisingly comfortable options thanks to manageable recoil and larger magazine capacity.

Larger-capacity rifles and light machine guns become valuable when you need to handle multiple threats without reloading after every small encounter.

The cost is usually weight, handling, and ammunition consumption.

That can make the M24 more attractive for players who enjoy sniping but do not want their entire long-range build dependent on random extraction luck.

M82A1 – Powerful but Too Specialized for General Raiding

The M82A1 is exactly the type of weapon players naturally want to classify as S Tier because of its identity and raw potential.

But extraction tiers should consider more than spectacle.

The 250 Shades of Liberty update gave the M82A1 its own Investigation and removed normal store purchasing, shifting acquisition to replication.

That introduces replacement friction.

A weapon can be devastating and still be a poor everyday farming tool.

Take the M82A1 when you have a reason.

Do not take it simply because it is the biggest rifle sitting in your Shelter.

PKM – Massive Firepower, Heavy Commitment

The PKM sits in a similar category.

It is available within Active Matter's established high-end equipment pool, alongside dedicated PKM ammunition boxes.

A machine gun offers sustained pressure that normal rifles cannot match.

But that power requires a larger commitment:

  • more ammunition;

  • more inventory consideration;

  • heavier handling;

  • and more willingness to stay engaged.

For squad support, that can be fantastic.

For a solo player trying to loot quickly and disappear, it may be unnecessary.

MAC-11 – Extremely Fast, Extremely Hungry

The MAC-11's defining characteristic is simple.

Matter Team says it fires 9×19 mm ammunition at up to 1,200 rounds per minute.

That is enormous close-range fire rate.

It also means one thing:

Your magazine can vanish almost instantly.

Why the MAC-11 is Specialist Tier

At point-blank range, huge fire rate is terrifying. Across a full extraction raid, huge fire rate can become an ammunition-management problem.

Use it for:

  • aggressive CQB;

  • emergency close defense;

  • specialized indoor setups.

Do not expect it to replace an assault rifle for every engagement.

RSh-12 – The High-Risk Hand Cannon

Matter Team describes the RSh-12 as a five-shot revolver chambered in 12.7×55 mm, with extremely strong penetration but a lengthy reload.

  • and specialized inventory requirements.

Use them for situations that justify them.

A rifle remains the more sensible default for ordinary progression.

Best Active Matter Weapons for PvE

If your primary focus is fighting monsters rather than players, the ranking changes.

SPAS-12

One of the strongest straightforward monster-clearing choices.

Close enemies are exactly where a shotgun wants to fight.

Use it when the raid contains indoor spaces, aggressive creatures, or predictable close encounters.

Origin-12

Excellent when multiple enemies create reload pressure.

Its detachable-magazine design is the major advantage.

The faster you can return to shooting, the less opportunity enemies have to overwhelm you.

DP-12

Fantastic sustained shotgun capacity.

Up to fourteen shells makes it excellent before the reload.

Just make sure you create a safe reload window.

M4A1

Best choice when PvE range changes frequently.

You sacrifice shotgun burst but gain flexibility.

That is valuable on raids mixing interiors with longer exterior travel.

RPK-style weapons

Excellent when repeated enemies matter more than mobility.

Large magazines reduce how often you need to break contact just to reload.

Best Active Matter Weapons for PvP

PvP rewards a different set of qualities.

Players reposition.

They use armor.

They exploit reloads.

They shoot back.

SCAR-H

The recent accuracy improvement and newly added suppressor compatibility make this one of the most attractive heavy-rifle choices at launch.

M14

Semi-auto precision plus automatic close-range fire creates excellent flexibility.

The 20-round magazine means you still need discipline.

M39 EMR

Ideal for players who build fights around positioning and sightline control.

Best Active Matter Weapons for Extraction Runs

This is where the list becomes more interesting.

The best extraction gun is not necessarily the strongest PvP gun.

Extraction asks:

Can I afford to lose it?

Can I replace it?

Can I carry enough ammunition?

Does it let me fight without bringing a second primary?

Can I preserve backpack capacity?

Does it help me avoid unnecessary fights?

For that reason, my strongest extraction-oriented picks are:

  • M4A1 for balanced combat.

  • SCAR-L for a flexible rifle setup.

  • M14 when you want one weapon covering multiple ranges.

  • MP5 for lower-risk close-range runs.

  • MB590 for economical PvE-oriented extraction.

  • SPAS-12 when the route is dominated by confined PvE encounters.

If your loadout costs so much that you become afraid to take normal fights or explore objectives, it is probably not a good farming loadout.

Suppressors Are More Important Than Raw Stats Suggest

Suppressors deserve special attention in an extraction game.

Matter Team has explained that suppressors genuinely reduce weapon noise, although the result depends heavily on the firearm and ammunition. Subsonic ammunition produces a much quieter suppressed shot, while standard supersonic ammunition remains audible even when suppressed.

That means:

suppressed does not mean silent.

But reducing your sound footprint still matters.

Especially in Open raids.

Another squad may not need to see you.

They only need to hear you.
